That's because these items are used for reinforcing your ship with more powerful Hull Bracing, 12-Pounders and beyond, which is much-needed for the high-level seas surrounding the Cursed Swamps region.

How to get Tarred Planks in Windrose
To get Tarred Planks in Windrose, you're going to need two resources: Wood from any region and Tar from the Cursed Swamps region. After turning your Wood into Wooden Planks at a Workbench, you can combine one of the latter with one Tar at a Level 3 Workbench to create Tarred Planks.
If you're yet to visit the Cursed Swamps region, you'll eventually be sent there following the 'Needle in a Haystack' Main Quest.

How to get Wooden Planks in Windrose
To get Wooden Planks in Windrose, you first want to discover Copper in the Coastal Jungle region, which unlocks the Wooden Planks recipe for you. With that done, all you need to do is take some Wood to a Workbench and then you can start crafting Wooden Planks.
Two Wood is needed to craft one Wooden Plank.
How to get Tar in Windrose
To get Tar in Windrose, you want to pay a visit to the Cursed Swamps region where you'll find Tarwood Trees in abundance around the area. Simply take an Iron Pickaxe or better to these trees to gather both Wood and Tar. Be careful of the crocodiles patrolling the area though…
How to use Tarred Planks in Windrose
Tarred Planks are used for crafting high-level ship gear in Windrose. For example, Level 11 Hull Bracing, 12-Pounders, 24-Pounders, and 36-Pounders all require Tarred Planks to craft at a Level 3 Shipwright's Workshop. You'll also need 80 Tarred Planks if you wish to craft the game's biggest ship, the Frigate.
These are all something you'll definitely want to consider getting if you're sailing the seas that surround the Cursed Swamp islands, which are full of Level 10+ enemy ships.
