How to sell to the People of Tortuga.
Finding the People of Tortuga Buyer is essential if you want to sell items to this Windrose faction. The bad news is that, despite the buyer's name, he's not actually located on Tortuga itself. Don't worry though, I'm here to show you how to find the People of Tortuga base and Buyer in Windrose.

Windrose People of Tortuga Buyer location
To find the People of Tortuga Buyer in Windrose, you first need to find the People of Tortuga Main Base in Windrose. (Yes, you can't actually sell anything to them in Tortuga despite them being its people. Odd I know.) Thankfully, finding the Buyer is very easy once you're at the base. Simply head through the archway directly opposite the main port and then look to your left. You'll see the Buyer at a stall directly at the bottom of some stairs.
I cover how to find the People of Tortuga base in the next section, so for now let's stick to the selling. The good news is that you've visited this location once, you'll be able to Fast Travel back, making selling items easy.

How to find the People of Tortuga Buyer in Windrose
To find the People of Tortuga Buyer, you need to find their Main Base and there are two methods you can use for this in Windrose: naturally exploring the world via sailing or following two opening questlines.
When it comes to finding it via exploration, it's important to remember that the maps in Windrose are procedurally generated. Due to this, there's a good chance this base will be in a different location for you compared to other players. From my research, it does seem like the People of Tortuga base typically spawns not far from Tortuga itself and is usually present in waters belonging to the Brethren of the Coast. In my map, for example, the base spawns north of Tortuga.
Despite this, I recommend following the second method as, while a little long winded, it is a more reliable way of finding the People of Tortuga base. (Plus there's the added bonus of earning some useful XP.)
So here's how to find the People of Tortuga base by completing the opening objective of the 'Glorious Hunters' and 'Buccaneers' Quests:
1. Complete first half of the 'Glorious Hunters' Quest
You'll find the 'Glorious Hunters' Quest on one of the islands surrounding your starter isle. For me it was the island directly east of my starter island, but you may need to go in a different direction. You'll know when you're in the right place when you've found an Abandoned Buccaneer Camp.
In fact, if you find any abandoned buccaneer building on an island, you're most likely in the right place. Try exploring any nearby question marked (?) areas on the map to see if it's the Abandoned Buccaneer Camp.
A word of warning - this part of the side quest does involve fighting multiple Level 2 and Level 3 Boars. These animals can be easily killed with a Level 2 or higher weapon, so you shouldn't have much trouble if you've been upgrading your equipment. Though I recommend dodging out of the way when they begin to charge.
Abandoned Buccaneer Camp
Back to the camp itself, you need to loot three Buccaneer Chests it contains until you collect the Broken Musket and Marcel Boucher's Diary. Finding these items is what causes the 'Glorious Hunters' Quest to truly begin.
Here's where to find all three of the Buccaneer Chests:
- One can be found next to the bunk beds inside the building.
- A chest can be found next to the tanning rack inside the building.
- A third chest is located outside of the building. It's hidden partially by some wooden planks, so keep an eye out!
Now you need to find three pieces of evidence hidden around the Abandoned Buccaneer Camp:
- The Old Rag outside the entrance to the building.
- The Abandoned Belongings next to the crates near the bunk beds inside the building.
- The Shabby Desk directly to your left when you enter the building.
With that done, it's time to find the Abandoned Buccaneer Warehouse. This won't be far from your current location though, so open the map and locate the next question mark. Don't worry if you find yourself at the Destroyed Buccaneer Fort; you need to visit this location too and I've got the details waiting for you further along in this guide. I'm just covering the warehouse first since it was the next location I visited.
Abandoned Buccaneer Warehouse
At the Abandoned Buccaneer Warehouse, you need to find three more pieces of evidence:
- The Practice Target - i.e the boar head tied to the pillar - roughly in the middle of the camp.
- The Old Tanning Rack to the left of the warehouse's entrance.
- The Piled Crates inside the warehouse.
After this, you need to find and open two chests:
- Inside the warehouse, destroy the crates piled along the left-hand wall to access an alcove. Here you'll find both a Supply Cache and a button on the wall, which, when activated, will lower another wall to reveal the chest.
- Climb to the top of the warehouse and you'll see a series of wooden platforms. The best is located on the highest one and thankfully it can easily be reached by jumping from one platform to the other.
One of the chests will contain the Damaged Flask and Page from Marcel Bouncher's Diary. Since these are items you need to continue the quest, let's head to the next location - the Destroyed Buccaneer Fort. Again, simply open your map and head to the next question mark. It won't be very far from the warehouse.
Destroyed Buccaneer Fort
Upon arriving at the Destroyed Buccaneer Fort, you need to investigate four Old Skeletons. (I guess you don't really need evidence to figure out what happened here.)
Here's the Old Skeleton locations:
- Almost directly beneath the skeleton hanging from the archway.
- Around the back of the fort near a collapsed wall.
- Climb up the collapsed wall next to the second Old Skeleton to reach the roof of the fort. Next, go through the remains of the tower before looking directly behind you to find a ladder leaning against the wall. Go up this ladder to find the third Old Skeleton on the wooden platform above.
- Jumping back down to the fort's roof, you now need to go to the very end of said roof. This involves climbing over the stone wall right at the end. On the other side, you'll find the final Old Skeleton resting against the remains of this wall.
Investigating the Old Skeleton's will eventually lead you to finding the next two quest items - the Torn Hat and Marcel's Last Letter. I found these items on my fourth skeleton, but you may find them earlier.
There's still some work to be done at the fort though. Let's start with finding the chest:
- Use the collapsed wall by the second Old Skeleton to reach the roof of the fort. From there, head to the roof's far end until you're opposite the watch tower. In this spot, you'll see a plank of wood sticking out from the wall. Walk onto this plank before jumping across to the watchtower. It may take a couple of attempts, but you'll manage it eventually!
Finally, you also need to investigate the Broken Gate. This can be found atop the fort, which is easily accessed by climbing up the collapsed wall where you found the second Old Skeleton.
Rogue Buccaneer Camp
With all of the above accomplished, you can now head to the Rogue Buccaneer Camp. Since the map is procedurally generated, I can't show the exact location. I do recommend, however, ensuring your ship is properly ready for any sea battles you might run into!
When you arrive at the Rogue Buccaneer Camp, head over to Henri Boucher. He can be found quite easily - just go through the gateway and look to your left to find him standing in a doorway. After talking to him, you can either continue the 'Glorious Hunters' Quest or continue your mission to find the People of Tortuga.
2. Complete the first two objectives of the 'Buccaneers' Quest
After completing the above, you'll have now automatically started the 'Buccaneers' Side Quest. The first step is giving 50 bags of Gunpowder to Henri. If you already have these in your inventory, you can simply hand them over by talking to him and selecting 'I managed to solve your gunpowder problem'.
Don't worry if you're gunpowder-less though! It can be found in the early game by looting supply caches and old packages, alongside defeating pirates in their camps.
After you've handed the Gunpowder over, it's time to deliver some Tanned Hides to Charlie Sharpe. He makes his home in the People of Tortuga base and, excellent news, its location is now marked upon your map. Now it's time to set sail to their base! Depending on where the Rogue Buccaneer Camp is, this can be quite a journey so make sure you're prepared.
When you do arrive at the People of Tortuga base, you can find Charlie by going through the gateway before heading up the stairs directly to your left. Luckily, this will take you past the Buyer where you can sell to the People of Tortuga. A Fast Travel spot will automatically unlock upon your arrival at the People of Tortuga base, so you can zip back here whenever you like. (As long as no-one is shooting at you!)
