The notes from Hendrik mention that Ciri was seen by the Bloody Baron. Time to track him down and see what he knows.

Bloody Baron Walkthrough

Hop on Roach and follow the map to Crow’s Perch, which is where the mission marker lies. When you arrive, take a look around town. There is a merchant, who also plays Gwent. Explore as much as you want. When you are ready, head to the fort, which is down the road and up a small hill. When you arrive at the gate, the guards will recognize you based on your choice made in “Nifgaardian Connection” at the inn.

If you fought the soldiers, these new guards will not let you pass. You will need to find an alternate route in, which will be described below. If you mentioned you are a Witcher and prevented the fight that way, you can bribe the guards for 15 crowns. Finally, if you bought them all a drink, they will let you in for free.

The alternate route into the fort, which you need if the guards will not let you in is through a well on the north-west side of the keep. You can talk to the old man in the middle of Crow’s Perch and pay him 15 crowns for the location or refuse his help and find it yourself. The cave is here on the map:

Leave Crow’s Perch and start going around it clockwise on the main roads. In the north-west corner, you will spot a shrine. Hop into the water nearby and swim into the cave.

Climb rocks and fight a water hag to make it to the ladder for the well. When you climb up, the game continues the same way if you were escorted.

Baron Phillip Strenger, aka the Bloody Baron, did not just hear about Ciri in town, she actually stopped by his fort. The two of you seem to get along just fine. The baron knows what happened to her and a flashback quest begins, Ciri's Story: King of the Wolves.
