This is why the recent collaboration between Indian Institute of Technology, Madras, IITM Pravartak Technologies Foundation and Securin Inc. is important. The partnership focuses on advancing AI-driven cybersecurity for India's critical infrastructure, bringing together academic research, technology development, and industry capability. But the larger idea is perhaps even more important. For India, AI cannot simply be about building more capable models. It must also be about building 𝐦𝐨𝐫𝐞 𝐫𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐬𝐲𝐬𝐭𝐞𝐦𝐬. This is where the ecosystem around IIT Madras plays a unique role. Indian Institute of Technology, Madras brings deep research capability. IIT Madras Research Park (IITMRP) provides a bridge between research, startups, and industry. IITM Pravartak Technologies Foundation helps translate advanced technologies into deployable solutions and national capability. And companies such as Securin Inc. bring the real-world understanding of how adversaries, vulnerabilities and cyber threats actually evolve. I am particularly excited to be part of a team working at this intersection. The future of cybersecurity will not be won by technology alone. It will be shaped by the ability to combine 𝐀𝐈, 𝐡𝐮𝐦𝐚𝐧 𝐢𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞, 𝐝𝐨𝐦𝐚𝐢𝐧 𝐞𝐱𝐩𝐞𝐫𝐭𝐢𝐬𝐞 𝐚𝐧𝐝 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐜𝐚𝐩𝐚𝐛𝐢𝐥𝐢𝐭𝐲. That is the real opportunity ahead of us: not simply to react to the next threat, but to build the intellectual and technological capacity to anticipate it. Srinivas Mukkamala posted thisRight before Black Hat this year, I wrote about a small Minnesota town whose water treatment controls got shut down by hackers in hours, not months. I said small towns are now front-line combatants in a geopolitical cyber war. Securin Inc. team's numbers back that up. We're tracking 1,935 vulnerabilities affecting U.S. water and wastewater systems. 242 are weaponized, 43 are confirmed to be exploited in the wild, and the median flaw is now exploited within 11 days of going public. Attackers aren't starting at the control system, they're coming in through unpatched firewalls and exposed remote access, the exact layer a utility with no IT staff can't watch alone. There are more than 50,000 community water systems in this country. Most served fewer than 10,000 people and were never funded for this fight. No volunteer model closes a gap that short. Cyber Threat Intelligence findings on Water & Wastewater Systems and it should be a wake-up call for every utility, regulator, and policymaker responsible for the systems that keep our communities alive. Our research team analyzed 1,807 vulnerabilities affecting water and wastewater infrastructure a 15% year-over-year growth in exposed CVEs. Nation-state actors and ransomware operators are increasingly in the mix, and the report is blunt about what this means: the sector has moved from a soft target to an active battlefield. What’s most alarming isn’t just the headline-grabbing intrusions it’s the persistence of foundational weaknesses that keep making those intrusions possible: ➡️ Improper input validation ➡️ Memory corruption flaws ➡️ Default and hard-coded credentials still sitting in production OT environments Adversaries are exploiting these gaps across the entire kill chain from initial access all the way to operational impact on physical systems. Thank you to Jake Braun for highlighting this in The Washington Post, and to Jen Easterly for her clear-eyed New York Times guest essay this week 💦. For all the attention on AI-powered cyber risk, the more immediate danger is already here: basic, known weaknesses in municipal water and wastewater systems, being actively exploited by nation-state actors right now. At Securin, we have been deeply focused on this threat for years. Since our first water sector threat intelligence reports, we have continuously tracked the vulnerabilities, the weaponization timelines, and the threat actors targeting this space, and the picture has only gotten more urgent. Our latest data shows: 1,935 vulnerabilities across water and wastewater systems, up from roughly 1,800 earlier this year 242 already weaponized with public exploit code 43 confirmed exploited in the wild, several tied directly to Iran and Russia linked actors A median of just 11 days from public disclosure to observed exploitation This is not about unknown zero-days. It is an exposure problem. Known weaknesses that attackers simply log into and exploit, often through default credentials and exposed remote access, not sophisticated tradecraft. The recent activity against more than 30 facilities in Minnesota and systems across at least six other states makes the stakes concrete. This is the pattern we have been documenting in our reports since 2023, playing out again now, at greater scale. Here is the fragility Jake and Jen are both pointing at. Water and wastewater systems are run by municipalities and small operators. Most serve fewer than 10,000 people. Most have no dedicated security staff. These are the entities we are asking to defend against nation-state intelligence services, and the resources simply are not there. That mismatch, a geopolitical threat facing a municipal defense, is the real crisis, and it does not close on its own. The threat is real, it is here today, and the window to act is narrowing. Water utilities deserve better protection, and the basics matter more than ever. The vulnerability classes showing up most often in AI research differ significantly from the categories dominating today’s weaponized CVEs. Many involve memory corruption, type confusion, undefined behavior, and cryptographic verification. These weaknesses may appear less urgent when viewed through traditional prioritization models. The CVE-level data tells a different story. AI-discovered CVEs are already showing disproportionately strong exploit signals. Several vulnerabilities in our analysis moved from disclosure to public exploitation in less than a working week. That speed leaves little room for security teams to wait for slower indicators to develop. AI attribution should be treated as a meaningful exposure-management signal. Teams should assess deployment reach, component criticality, exploit availability, and remediation complexity as soon as these vulnerabilities are disclosed. She led the proposal for a state-level Cybersecurity Centre of Excellence, created incubation and mentorship programs for startups, developed certification programs to create more opportunities for women in cybersecurity, and these experiences shaped how she saw cyber security - not simply as a technical discipline, but as a business and societal enabler. 🏆 Over the past decade, her career has evolved across cybersecurity, AI, and strategic go-to-market leadership. Why "Living off the Land" is the Greatest Threat to the Permian Basin’s Infrastructure 🛠️🏭 In cybersecurity, we often look for "malware"—malicious software designed to break in. But what if the attacker doesn't bring any tools at all? Current intelligence from CISA and the Department of Energy highlights a rising trend in "Living off the Land" (LotL)attacks. These are particularly dangerous for our critical infrastructure here in the Permian Basin. What is "Living off the Land"? Instead of installing a virus, an attacker gains access and uses the legitimate, built-in administrative tools already on your network (like PowerShell or Windows Management Instrumentation) to conduct their mission. Why this is a "silent" threat: Invisible to traditional AV: Since the tools being used are "authorized" by the system, your antivirus often sees nothing wrong. Persistent: Attackers can stay hidden for months or years, "blending in" with normal network traffic. Targeted: This is the preferred method for nation-state actors looking to disrupt power grids, pipelines, and water systems. As Director of Continuing Education, here are the 3 factual steps our teams should be taking right now: 1️⃣ Baselines are Key: You can’t spot an anomaly if you don’t know what "normal" looks like. Log and monitor the use of administrative tools. If a technician who never uses PowerShell suddenly runs a complex script at 3:00 AM, that’s your red flag. 2️⃣ Disable Unused Living-off-the-Land Binaries (LoLBins): If a workstation doesn't need a specific administrative tool to function, disable it. Reduce the "tool kit" available to an intruder. 3️⃣ Focus on Behavior, Not Just Files: Shift your defense strategy toward Endpoint Detection and Response (EDR) that alerts on suspicious patterns of behavior rather than just matching known malware signatures. Continuing education isn't just about passing exams—it's about understanding how the "threat landscape" is shifting beneath our feet. Last week, CISA published an incident response report detailing how a federal civilian executive branch (FCEB) agency was breached through exploitation of a known and documented vulnerability in GeoServer. This breach underscores a sobering reality: attackers don’t need innovation when defenders rely on assumptions. The lesson from this breach is clear: known vulnerabilities remain one of the most significant risks to enterprise security.
