More specifically, embodiments of the present invention relate to a method of triggering or activating a video camera to record and/or transmit images of a physical environment over a network only when measurements taken by a separate structural sensor camera or depth-sensing device indicate that sufficient physical changes have occurred in the environment to warrant video recording. Embodiments of the invention pair video cameras with structural depth sensors, along with enhanced on-board processing techniques, to increase the recording and transmitting efficiency of video cameras by recording and/or transmitting video streams only when something in the physical environment monitored by a depth sensor is determined to have changed or moved, or is determined by processing algorithms to be important or significant. A security function and a library of image processing analytics are also disclosed for processing static and dynamic image states within the measured physical space.

    Acute Respiratory Infection (ARI) the largest killer of children under five and a significant contributor to neonatal mortality. The Inspire Respiratory Rate Sensor (IRRS) is an electronic device that can help dramatically reduce infant and neonatal mortality due to ARI enhancing the ability of health workers to correctly diagnose the problem through accurate recording of respiratory rate, a key indicator of ARI.

    The current method for measuring respiratory rate is to visibly observe breaths over a one minute period with a mer. The IRRS (photos on following page) will automate this procedure, thus removing major challenges such as a ‘moving child’, ‘wandering mind’, ‘difficulty remembering the count’, and ‘difficulty counting’- all factors cited by UNICEF as major impediments to more accurate respiratory rate counts. IRRS is accurate, inexpensive, very easy to use (from physicians to community health workers), and durable under harsh conditions in which it is likely to be used. It is powered by a long- lasting battery with an optional hand powered recharger. The running costs and maintenance of the device involve only changing the battery annually. It is designed for use by any health worker - both at the community and clinic level - but is expected to be particularly beneficial for community health workers supporting community-based management of ARI. Further, the IRRS has the ability to transmit data remotely via a mobile phone (or radio wave), enabling higher skilled and clinic-based health workers to quickly provide additional support and/or monitor field data.

    We believe this device can greatly facilitate accurate and timely diagnosis of ARI under field conditions. It is robust (water, humidity, shock and dust resistant), reliable, simple to use, and low cost (at volume unit cost < $15) and low maintenance. This device could also include the addition of a skin temperature sensor and a GPS / memory chip combination to record and download data at a later point.

    INSPIRE: FINALIST at Grand Challenge: Saving Lives at Birth, Washington, D.C., July 29,30 2013. The World Health Organization (WHO) recommends that when skilled health workers are not available, trained community health workers (CHW) who are linked to the health care system can conduct home visits to screen for and refer neonates with danger signs. Most of the signs that WHO recommends that CHWs look for can be assessed by simple observation or by asking the mother. The exceptions are fast breathing, which requires counting and the use of a timer or watch, and high/low temperature, which requires the use of a thermometer. These signs are essential for identification of pneumonia, ARI, dyspnoea and possibly sepsis. The Infant Respiratory Rate Sensor (IRRS), a simple, sustainable technology, helps CHWs to quickly and accurately identify rapid respirations and potential abnormal temperatures in neonates and support timely management. Using a tri-axial accelerometer with a built-in algorithm, the IRRS accurately measures a child's respiration rate and records his/her skin temperature. Well suited to the remote and low-resource environments that CHWs often work in, the IRSS is small and durable, and operates on a hand cranked battery. The device can be operated either by an illiterate, innumerate CHW or by more skilled health personnel. It can transmit data in a wireless mode to a cell phone or computer, supporting both improved data collection and improved supervision of field workers in remote locations. The proposed project will test and refine the IRRS in field conditions to determine if widespread use is feasible and of value.
