Fake Papers is a Side Quest on the border between Velen and Novigrad. If Geralt is unable to pass into Novigrad, he'll need some documents. There happens to be a Shady Dealer just south of the Regufee crossing on the South side of the river separating the two regions.

Fake Papers Walkthrough

Talking to the dealer, he'll offer to sell you a pass for 100 gold. That's quite a steep price to pay, but there are alternatives. Ask if he can go lower (Geralt pretends to leave), and the dealer will see if you can come to some sort of agreement. You'll have three choices now:

• Fork over the 100 gold and be on your way
• Use the Axii Sign to delude him into giving you the passes for 50 gold (Requires at least one point in the Delusion Character Ability).
• Agree to help his brother in the nearby battlefield, and complete the Bitter Harvest quest to get him to drop the price to just 25 gold.

All in all, the choice is yours, but if you want to maximize your profits, and minimize your losses, it's worth it to help the man's brother. Be warned that the quest involves fighting several Ghouls, including a level 9 Alghoul.
