_locale_parse_js_file() is a helper that is called from Locale's hook_js_alter().

It throws this exception for files that are not local:

    throw new Exception('Only local files should be passed to _locale_parse_js_file().');

This is not the right behaviour.

Firstly, it prevents using processed JS files and using an 'assets://' URI for them.

Secondly, it's not up to Locale module to complain about badly-formed paths -- the libraries and assets core components should be doing that.
