cannot SVN commit my plugin for 4 days

Description
Hello wordpress,
I've been trying to upload the latest version of the plugin for 4 days without success. Basically it will allow for GET requests to update or get a new copy of the repositary, but will not PUT/POST on the server.
I get various errors but all point at the same thing, the wordpress server is not responding.
I have tried
- 3 different ISP's
- Mac and PC
- Tortoise SVN and command line SVN
This has been working up until now but has stopped this week.
Errors include
MERGE of '/share-and-follow/trunk': could not connect to server (http://plugins.svn.wordpress.org)
when trying to upload the latest readme.txt
