Faces of Hordak: Season 1
S1 Hordak is a mysterious character, mainly viewed through the POV of other characters to whom he is a distant authority figure. Catra (and the audience) first sees him in shadow, then only through screens, and it’s not until the very last scene that she sees him face to face in bright light.
He’s even so mysterious that he looks like a different dude in every shot.
The little we do see of Hordak subverts some expectations for a kids’ show villain. Other characters would have us believe he has a special interest in Our Heroine, but the man we see is the least interested in her of anyone. Shadow Weaver invokes his name to add weight to her threats and praise, but onscreen he is rarely in agreement with her. Each time he’s set up to be villainous against Catra, he instead makes a pragmatic choice that benefits her and makes SW look worse. Though she’s terrified of him at first, he ends up seeming like a reasonable authority figure in contrast to SW’s obvious abuse. But remember, she hasn’t truly “seen” him yet, and neither have we.

The one time we see him outside of SW or Catra’s POV is a
brief scene of him hearing a report from Imp. He’s obscured by the angles, but looks more on model than the rest of the season. We don’t see much personality here other than that he apparently hangs out on his throne when no one’s around (just vibin’) and affectionately calls Imp “little spy”. Notably, the first time we get a glimpse of him as his own character he’s listening to the voice of Entrapta.
Hordak’s defect is actually his big anime eyes that he hides by squinting all the time.

What if Catra actually has a harder time than Hordak after the war?
If Hordak moves into Dryl, a neutral kingdom used to living in terror, he just has to show a minimum amount of decency and everyone will be like “Wow, he’s not as monstrous as I imagined - and less chaotic than Entrapta!” And they’ll still be too scared to mess with him, which is how he likes it.
But Catra’s not that scary on her own, and she’s with people who rule with an image of goodness rather than fear. Living in Brightmoon, which she terrorized for years and sort of killed the queen? Yeah, Glimmer and Adora will try to defend her, but they can’t stop everyone from giving Catra the stinkeye without getting tyrannical. And they can’t keep a constant enough watch to stop the servants from spitting in Catra’s food.
I thought it was interesting that Prime does this “mind meld” pose again with Hordak before the purification ritual, even though it was implied to be something he did because he wasn’t able to see Hordak’s thoughts remotely.
Does this indicate he might still be having trouble accessing Hordak’s thoughts post-reconditioning?

Mr. Safety
Hordak’s Horde canonically has:
- Safety inspectors who ensure things are “up to code”.
- Record keeping and working hours.
- Helmets and body armor (and like, actual training)
- Signed contracts/waivers.
Compared to Entrapta, Hordak is Mr. Safety & Regulation. He could help keep her more dangerous/unethical experiments in check!
Or at least cover her ass so she won’t get sued.
