Problem

With Fable as the default model and Opus as the fallback model (Settings → Fallback model), new threads still start on Fable and hit "limit reached" once Fable's own weekly limit is spent. Expected: they start on Opus. The same bug makes an Opus default fall back when only Fable's limit is spent.

Change

exhaustedUsageWindow treated any exhausted Claude window as blocking every model. So the model-scoped seven_day_fable window also blocked Opus on the same instance, and resolveNewThreadModelSelection rejected the fallback. A claudeAgent case now matches a seven_day_<model> window only against the model it names, the same way the Cursor, Antigravity and OpenCode cases already scope their pools. Shared windows (five_hour, seven_day, monthly spend) still block every model.

Scope and approval

Small, focused fix of an obvious bug in the fallback added by #26164: one case in one function, no settings or contract changes.

Verification

  • vp test run packages/shared/src/usageLimits.test.ts: 123 passed. Three new rows in the existing pool-matching table, plus one case for the reported setup (Fable default, Opus fallback, same Claude instance).
  • Without the fix, the Opus-default row fails (matches claudeAgent pools seven_day_fable to claude-opus-5-5).
  • vp run check:changed: lint, knip and typecheck pass.
  • Not checked against a live Claude account that has a spent Fable limit.

Done with Claude Opus 5.5 in Claude Code, running inside T3 Code.

… weekly limit is spent

A Claude model-scoped weekly window such as seven_day_fable now only marks
the model it names as exhausted. New threads defaulting to Fable fall back
to Opus on the same Claude instance, and an Opus default no longer falls
back when only Fable's limit is spent.

Approvability

Verdict: Approved at 89eaad0

Macroscope's review found this PR approvable — Claude quota checks now distinguish model-specific weekly limits, allowing existing fallback behavior to use models with remaining allowance. Global limits and existing provider-selection safeguards remain in place.

Walkthrough

Claude Agent usage-limit matching now distinguishes model-scoped weekly windows by normalized model name. Tests cover matching behavior and selection of an available fallback model for a new thread.

Nitpick Cover the Opus-to-Fable direction in the same-instance test.

Cover the Opus-to-Fable direction in the same-instance test.

The current same-instance test covers only an exhausted Fable window with Opus as the fallback. The pool table has no exhausted seven_day_opus case. A regression in Opus exhaustion detection can therefore pass while preventing Fable fallback.
