Why

PStack needs delegated agents to finish overnight without waiting for tool approval while retaining the parent's effective filesystem and network limits. Add an opt-in approval policy to the existing delegation API, separate from access policy.

What changed

  • Add approvalPolicy: "never" and provider capability discovery. Capture Codex's effective native policy and persist a ceiling that propagates to descendants and subsequent turns.
  • Apply the ceiling on native thread start, resume and turn requests. Deny unexpected approval callbacks before session allowances or pending human requests. Preserve task clarification questions.
  • Restrict bounded T3 MCP credentials to delegation and task lifecycle tools. Reject unsupported requests before child dispatch.

Scope

  • Codex only, same provider instance, runtime mode and shared directory, with representable legacy read-only or workspace-write limits. Existing modes and defaults remain unchanged.
  • Claude, Grok, remote delegation, worktree relocation, custom profiles, external sandboxes and full-access parents are unsupported. There is no silent fallback or broader permission mapping.
  • This adds configuration to established delegation. No candidate installation, running-app replacement, deployment or merge was performed.

Verification

  • Exact clean head ce99bee699ca2ead4f70ccc83753594289e08c0f passed a real Codex 0.166.0 test through OrchestratorMcpService.delegateTask, the orchestrator and native adapter. Restrictions were applied only to the parent. Children used ordinary defaults plus their inherited ceiling. Child and grandchild completed, allowed writes succeeded, sibling writes received permission errors, and no approval request was recorded at any point.
  • Explicit same-environment targets completed for child and grandchild. The live test also rejected truly remote targets, worktree relocation, a broader runtime mode and an unavailable provider without new provider sessions. A direct-command rejection left no child thread or subagent state. 323 focused regression tests passed across seven files, including all approval callback protocols, preserved questions, schema reload and provider/cwd guards. Server typecheck and changed-file lint passed. Toolchain was scratch-local Node 26.12.1 and pnpm 12.14.0.
  • Independent Codex source review found no actionable issues on this exact head. An earlier Astra evidence audit prompted the stronger assertions above; fresh independent Codex review covered the comment fixes on this head. Practical local procedure. HTTP MCP transport, live credential wiring, process restart recovery and actual network denial remain unverified. The network policy flag is checked, rather than claimed as a live network probe.
Recorded local receipt and commands

The verification wrapper recorded the same full revision before and after each command, an empty working-tree status before and after, tool versions, command arguments and exit code 0. The live receipt was deleted before the run and recreated by the passing test.

Walkthrough

This change adds bounded Codex delegation with inherited execution limits. It validates delegation targets, applies captured sandbox and working-directory settings to delegated turns, denies approval requests, and limits bounded threads to four MCP tools.

Changes: Bounded Codex Delegation

Layer / File(s) Summary
Delegation contracts
packages/contracts/src/delegatedExecution.ts, packages/contracts/src/orchestrationV2.ts, packages/contracts/src/orchestratorMcp.ts, packages/provider-core/src/server/ProviderAdapter.ts

Full details: Title check

Explanation

The title "feat(orchestrator): support bounded noninteractive Codex delegation" matches the main change. The changeset adds an opt-in approvalPolicy "never" to delegation, restricted to Codex, with a persisted delegated-execution ceiling, approval-callback denial, and bounded MCP credential limits. The title names the orchestrator, the bounded behavior, and Codex, so it summarizes the primary change. It is a conventional commit title in plain language and is 67 characters long.

Full details: Description check

Explanation

The description follows the repository template in substance. It has the Why, What changed, Scope, and Verification sections. The Verification section names the focused tests, the live test, the typecheck, and the observed results, and it lists what remains unverified (HTTP MCP transport, live credential wiring, process restart recovery, and actual network denial). The Problem and Change headings are not used verbatim, since the template's Problem section asks for a bug and the description frames the work as an opt-in feature. The Scope and approval section is also not linked to a triaged issue or maintainer approval. The template requires that link for feature work, and the description does not provide it. The description does not state a linked issue or approval comment. That gap is the main reason the check is not a clean pass, but the description is otherwise mostly complete and detailed.

Resolution

Consider adding a link to the triaged issue or the maintainer discussion that approved the direction and scope, and rename or map the Why and What changed sections to the template's Problem and Change headings. The approval link is the most important item to add.

Exercise the registered routed toolkit for bounded access.

The new test calls assertBoundedToolAccess directly, so it bypasses routed. Existing call tests use unbounded scopes. Removing the wrapper can therefore leave the current tests passing.

Use call(tool, scope) with the registered probeServer. Add one allowlisted probe tool, such as delegate_task, then assert that a bounded call to reads returns capability_denied and a bounded call to delegate_task returns ran. This exercises the actual authorization boundary.

Avoid the second full thread projection in delegateTask.

On the local path, delegateTask reads the full projection of the caller thread twice. The first read at lines 2310-2313 fetches only thread.delegatedExecution. The second read happens inside loadThreadCaller at line 2337. The first read is needed before the remote branch, so the local read can use the lighter record read instead. getThreadRecords(threadId, []) returns the thread record without the collections that loadProjection requests.

Add an inherited-ceiling case to the existing table.

The table only passes approvalPolicy: "never" explicitly. Its parent fixture has no delegatedExecution, so it does not test an already-bounded parent when the child omits approvalPolicy. Add a provider or worktree case with a bounded parent projection and assert invalid_request.

Add resolver tests for the bounded-delegation rejection path.

RuntimePolicyV2.resolve rejects a thread whose delegatedExecution names a different driver, provider instance, or working directory. No current test sets delegatedExecution on a thread passed to this resolver, and no test asserts RuntimePolicyResolveError. Add cases to RuntimePolicy.test.ts for:

  • a selected instance whose snapshot driver is not "codex", for example the grok instance with a matching delegatedExecution.providerInstanceId;
  • a thread whose delegatedExecution.providerInstanceId differs from the selected instance;
  • a thread whose delegatedExecution.cwd differs from the resolved cwd, which is /project-root in this mock.

Assert RuntimePolicyResolveError for each rejection. Also add a matching case that resolves successfully. The mocked providerInstanceFor snapshot omits driver, so set driver: "codex" for the accepting Codex instance. The guard requires snapshot?.driver === "codex".

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Extract the repeated "approvals disabled" predicate and the rejection message into one helper.

Six approval handlers repeat this condition: Lines 5243, 5320, 5399, 5481, 5550 and 5631. Lines 5557 and 5638 also repeat the rejection string. The security boundary of bounded delegation depends on every copy staying identical. A later edit to one copy can leave one approval path open.

Define the predicate once, next to sessionAllowance. Call it from each handler.

♻️ Proposed refactor
+        const approvalsDisabled = (context: ActiveCodexTurnContext) =>
+          context.input.runtimePolicy.delegatedExecution !== undefined ||
+          context.input.runtimePolicy.approvalPolicy === "never";

+            if (approvalsDisabled(context)) {
               return { decision: "decline" } as const;
             }

Apply the same replacement in the other five handlers. Move the rejection text into a module-level constant, for example CODEX_APPROVAL_DISABLED_REJECTION.

Addressed the additional suggestions in review #28668 (review) at ce99bee.

  • Added a registered, routed MCP toolkit test. Bounded reads are denied while the allowlisted delegate_task probe runs.
  • Replaced the first full projection load with a thread-only metadata read and standardized error mapping.
  • Added inherited-parent cases with child approvalPolicy omitted, covering both explicit local dispatch and rejection of a worktree request before dispatch.
  • The prior head already covered resolver reload acceptance and provider/cwd rejection. The new tests independently isolate a non-Codex driver and a mismatched Codex provider instance.
  • Removed the stale lineage-read recovery comment.

I left the optional, unverified predicate-extraction suggestion unchanged. All six existing predicates are identical, and the callback regression verifies immediate denial for all six approval protocols without publishing a human request. The suggestion identifies possible future drift, rather than a present behavioral defect; this fix does not need an additional helper or message constant.

Validation on the exact clean head: 323 regression tests, one isolated live API/orchestrator/Codex test, server typecheck and scoped lint passed. The live test confirms allowed writes, denied outside writes, zero approval requests, and no provider startup for rejected requests. No merge, installation, running-app restart or global-permission change was performed.
