couldn't get it working, was able to use an admin ajax way of doing it

This PR updates the language of the notice that appears on dashboards and makes it dismissable (stored in user meta).
It also hides the notice on multisite (temporarily) but updates the README files with notes about how to run the CLI commands on multisite using a
forloop onwp site list.Separately, this adds
pantheon-systems/wpunit-helpersto manage our commonly-used PHPUnit-related scripts.
