Summary

• Add a manual pipeline consuming a selected dotnet-dnup-official-ci run as a pipeline resource.
• Validate successful PME-signed source provenance, all eight RID candidates, exact layouts, versions, placeholder flags, and final SHA-512 checksums.
• Print versioned uploads to both CDN storage accounts and correct conditional aka.ms PUT/POST payloads. No external writes, write credentials, or live switch exist.
• GA uses stable shortlinks but remains explicitly a placeholder.

Dependency

Consumes the artifact contract introduced by #56864. This PR has a separate, focused diff and must not be used with older artifact-producing builds.

Created pipeline

dotnetup-release (definition 1710), using .vsts-dotnetup-release.yml on this branch. Only this pipeline was authorized for its required internal build queue.

Validation

• Official signed source build 3122299 / 20261030.2 succeeded across all eight RIDs.
• Preview rehearsal 3122377 succeeded: version 0.3.0-preview.1.26530.2.
• GA rehearsal 3122378 succeeded: version 0.3.0, placeholder=true, stable shortlinks.
• Downloaded and independently inspected both published dotnetup-release-plan artifacts. Each is dryRun=true, references source build 3122299 and its exact commit, and contains 40 CDN uploads plus 20 conditional aka.ms link operations with the expected destinations and methods.
• 16 focused MSTest cases pass; strict build/style checks pass with zero warnings. Confirmed missing candidates fail explicitly without generating a plan.
• No CDN or aka.ms write APIs were called. Ownership intentionally remains UNCONFIGURED until approved; there is no live-publishing switch.

Created the requested Azure DevOps pipeline: dotnetup-release (1710), pointing at .vsts-dotnetup-release.yml on the release dev branch. Its YAML expands successfully. It consumes source pipeline 1544 as resource candidate; CDN/aka.ms operations are printed only, with no external write implementation or service connection. Waiting for the signed variant build 3122299 before the end-to-end preview/GA rehearsals.
