Test jiti as loader and executor #1226

ATM we use bundleRequire to load plugins. This causes slow rc loading and build artifacts created at runtime.

Poc:

• jiti as loader until (inc custom ts config handling)
• jiti as CLI tool (inc custom ts config handling)
