chore(skills): make create-issue checkbox handling template-driven - #5439

The skill unconditionally added a tenets acknowledgment checkbox, but bug_report.yml has no checkboxes field, so bug reports got a fabricated line that exists in no template. Reproduce the template's checkboxes verbatim when present; add nothing when absent. Closes: powertools-lambda-typescript-n2k
