Set up Sentry profiling for the API

Description

This PR sets the Sentry config for profiling. The main changes are in the api/conf/settings/sentry.py file. It also takes the opportunity to homogenize some other environment variables and make them more Django-specific.

Testing Instructions

Just run the API and confirm everything continues to work normally.
