Description

When navigating to Appearance -> Editor -> Template Parts -> any template part, the device preview button at the top disappears. The canvas is resizable, but it appears that block settings making use of devicePreview don't work anymore either, and this switch in UI is unintuitive.

Step-by-step reproduction instructions

1. Go to Appearance > Editor
2. Open the left-hand panel and navigate to Template Parts
3. Edit a template part
4. Observe that the top bar no longer has a device preview dropdown, and any custom blocks using device preview in their edit.js no longer trigger a canvas resize.
