Quality stays at lowest no matter what I do, changing to 8k or auto in preferences does not help. #4269

Describe the bug

The bug is occurring on my self hosted piped instance, where when i open a video, it is always at lowest quality which i cannot change no matter what. I have tried adjusting preferences but that does nothing and there is no way to adjust video quality per video, so that is not an option either. Note that I do not know whether this can be reproduced on piped.video as I cannot even get a video to load on that instance.

To Reproduce

1. Open any video on a self hosted instance
2. See that the video is at lowest quality
3. Adjust quality in preferences to either auto or 8k
4. See the same issue with videos being at lowest quality

Expected behavior

What I expected to happen was for videos to be at the quality i set in preferences, and not always be at lowest.
