On 24 February 2022, Russia launched a war of aggression against Ukraine, challenging Ukrainians’ aspirations for a better future, and for getting closer to the EU. This was an attack, not just against Ukraine, but against freedom, self-determination, and democracy.
Ever since the beginning of the war, the EU has stood up for Ukraine with unwavering commitment. We have provided the country with unprecedented political, financial, military and humanitarian support and have welcomed millions of Ukrainians seeking refuge in the Member States.
The EU will continue to offer assistance to Ukraine and impose hard-hitting sanctions against Russia and those complicit in the war.

23 April 2026 – The Presidents of the European Council, European Commission and Ukraine welcome the adoption of a €90 billion support loan for Ukraine and a 20th package of sanctions against Russia.
Through the support loan, the EU is ensuring that Ukraine can meet its urgent budgetary and defence needs, enabling the country to remain resilient in the face of ongoing Russian attacks.
The new sanctions aim to reduce Russia's energy revenues, constrain its banking system, and curb its shadow fleet.
These measures reinforce the EU’s commitment to a free and sovereign Ukraine and put further pressure on Russia to cease its aggression and engage in meaningful effort towards peace.
