The Guardian view on Labour’s fiscal devolution: the future of Burnhamism will play out in municipal England | Editorial

Replacing government grants with revenue streams from taxation will not in itself reduce regional inequalities. But the political implications are radical

Following Wednesday’s budget, the Treasury minister, Torsten Bell, was challenged by the BBC’s Evan Davis on whether its modest series of “breathing space” measures could truly be said to have ended “40 years of neoliberalism”. This line of questioning is becoming a familiar one. Andy Burnham’s ringing declaration of long-term intent is now being regularly deployed by commentators to suggest an emerging gulf between rhetoric and action.

Mr Bell’s response was a good one. Recalling how “Margaret Thatcher in the 1980s hugely hollowed out local government [and] tried to emasculate our big cities”, he called the fiscal devolution roadmap unveiled in the budget a step change and a really big deal. From 2028, mayoral strategic authorities will for the first time receive a share of income tax receipts, and from next year they will be allocated 20% of business rates revenue. That figure will potentially rise to 100% by the end of the decade, while a new overnight visitors levy will add another local income stream.

Do you have an opinion on the issues raised in this article?
The Guardian view on 50 years of The Selfish Gene: flawed, outdated, yet still a model of truly popular science writing | Editorial

Richard Dawkins’ first work has thrilled fans and frustrated critics for five decades. The science has moved on, but any writer looking to supplant its place must learn its lessons

Richard Dawkins’ The Selfish Gene was not predicted to be a success. Its initial print run, published this week in 1976, was just 5,000. It went on to sell millions, and is perhaps the most influential work of pop-science ever. For 50 years, it has been the go-to resource for the layperson seeking to understand evolution.

What accounts for its enduring power? Prof Dawkins’ central claim, that “we are survival machines – robot vehicles blindly programmed to preserve the selfish molecules known as genes” was provocative, stripping the messy stuff of human and other life down to a simple law. And yet the book is primarily concerned with proving that complex, selfless behaviour such as altruism in animals can emerge from these basic “selfish” drives, satisfyingly resolving an apparent paradox. Prof Dawkins – a zoologist by training – also succeeded in conjuring entertaining, vividly drawn vignettes of the lives of animals, from lions and ants to hawks and honeybees, to make his points.

Do you have an opinion on the issues raised in this article?
The Guardian view on a changing Brexit debate: Kemi Badenoch is trapped in denial | Editorial

The prime minister’s ambitions might be ambiguous, but unlike the Conservative leader, he is following voters and the facts

British politics is still polarised around Brexit, although 10 years on from the referendum, the terms of debate are very different. Or they should be. Russia’s invasion of Ukraine in 2022 has moved discussions of European solidarity from the realm of abstraction to a matter of urgent defence partnership. Donald Trump’s presidency in the US, marked by scorn for European democracies and indulgence of Vladimir Putin, has undermined confidence that Britain can rely on any “special relationship” with Washington.

Under these circumstances, it would be absurd to deny that a reappraisal of Brexit is in order. The prime minister acknowledged this in his speech at the Labour party conference last month, calling for a national conversation about the future relationship with every option, including rejoining, on the table. The Eurosceptic opposition are having none of it. The Conservative leader, Kemi Badenoch, accuses the government of stirring division by raising the European question. She told MPs this week that Labour should thank the Tories for the Brexit deal they negotiated.

Do you have an opinion on the issues raised in this article?
The Guardian view on online harms: Ofcom is failing at its job | Editorial

Expressions of disappointment are not an adequate response to the concerning lack of safety improvements for children on social media

One thing is clear following last week’s report from the media regulator, Ofcom: the mammoth task of protecting children from online harms has barely begun. Campaigners said that they were dismayed but not surprised that the proportion of children viewing harmful content has stayed the same despite a raft of measures in the Online Safety Act designed to protect them. Research showed that high-priority material including pornography and self-harm, as well as a broader category covering bullying, abuse and the promotion of violence, continued to be encountered regularly in the nine months after new safety duties came into force.

The regulator found that personalised feeds were the main way that such content was presented, and noted that such feeds show different material to boys and girls. Suicide and self-harm content were more commonly seen by girls and children with special educational needs or disabilities. In a grim irony, Ofcom’s report appeared one day after a coroner in Norfolk ruled that suicide imagery viewed on TikTok “may have played a significant part” in the decision by a 14-year-old girl to take her own life in May.

Do you have an opinion on the issues raised in this article?
The Guardian view on Labour’s budget: bold ambitions and welcome first steps | Editorial

Banks, landlords and gambling firms will pay more as the chancellor begins building a fairer economy and a more active state in a cost of living crisis

John Healey’s first budget was a Rorschach test. Supporters saw dozens of measures offering “breathing space” to a public worn down by rising prices. Critics admitted to a slew of announcements but countered that each was modest in value. Underlying both views is that the budget was more ambitious on how a state can do more to protect the public than on how much it spends. The chancellor has taken a small step in the right direction – a tricky feat in a turbulent world. But an economy marked by entrenched inequality and more than a decade of stagnation will need a bigger stride.

The Office for Budget Responsibility’s “pretty grim picture” of living standards exposes the budget’s central weakness: its relief is temporary, while the squeeze on households persists. As the government deficit shrinks and company profits recover, households are expected to move from saving roughly £50bn in 2026 to borrowing roughly the same amount in 2031. By then, mortgage repayments are expected to reach 4.25% of household disposable income – the highest level since 2009. The OBR expects growth to recover from 1% in 2027 to 1.8% in 2029, while weak worker “bargaining power” allows firms to rebuild profit margins. That sits uneasily with Mr Healey’s promises to working people.

Do you have an opinion on the issues raised in this article?
The Guardian view on Israel’s elections: Netanyahu lost his mandate. If opponents unite, he’ll lose power too | Editorial

His chief rival should reject the prime minister’s anti-democratic vision and work with Palestinian Israeli parties

Benjamin Netanyahu has lost his mandate but not, so far, power. While final votes are still being tallied, most voters picked his opponents on Tuesday. His bloc’s share of seats remains the largest, but appears to have slumped by around 10, leaving it below the 61 needed for a majority in the Knesset. Palestinian Israeli parties surged, and are projected to almost double the 10 seats they held. The result is that Mr Netanyahu’s main challenger, Gadi Eisenkot, a former head of the military, now faces a choice: fall into line with Mr Netanyahu’s racist fearmongering or work with Arab-led parties.

The prime minister who oversaw shocking security failures ahead of the Hamas atrocities of 7 October 2023 still pitches himself as “Mr Security”. On trial for corruption, he has persistently attacked democratic institutions, especially the judiciary. He embraced and then indulged the ultra-right as they cheered on brutal settler violence in the occupied West Bank. (Itamar Ben-Gvir and Bezalel Smotrich lost ground in these polls, but perhaps due to their vision’s permeation of mainstream politics more than a revolt against it.) Mr Netanyahu’s war on Iran has destabilised the region. The tens of thousands of Palestinians killed by his government’s genocidal war on Gaza have barely featured in the election campaign, but its cost for Israeli hostages and international support for Israel have been noted by voters.

Do you have an opinion on the issues raised in this article?
The Guardian view on supporting carers: the DWP’s problem is deeper than IT | Editorial

A taper is much better than a cliff-edge. But problems with carer’s allowance should have been solved years ago

The reform of carer’s allowance – a benefit paid to people who spend 35 or more hours a week caring for a disabled relative – is overdue and welcome. The cliff-edge design that forces claimants in England and Wales to forfeit their entire payment if they breach an earnings limit of £204 a week by as little as a penny is wrong in principle and made much worse by the appalling way in which rules have been applied.

A Guardian investigation revealed that the Department for Work and Pensions (DWP) failed to warn thousands of people who it knew were being overpaid. This resulted in debts and hardship, and hundreds of criminal convictions for fraud. Carers in already difficult personal circumstances described feeling driven to desperation and illness by what one called a “catch-out culture”. Most claimants are women on low incomes; the allowance is £86.45 a week.

If ever enacted, proposals by Marine Le Pen and the AfD leader, Alice Weidel, to hollow out EU institutions would be a continental act of self-harm

Following the Brexit referendum in 2016, Marine Le Pen was in a predictably celebratory mood. Britain’s vote to leave the European Union, she told one interviewer, was the first breach in the “Brussels Wall”. Ms Le Pen’s Front National party was at that point committed to taking France down the same path, given the chance. But as the UK’s self-inflicted economic wounds became a cautionary tale for the rest of Europe, the notion of Frexit was put on ice.

Instead, Ms Le Pen now hopes to lead far-right allies in hollowing out the EU from within. This month, both she and the leader of Alternative für Deutschland, Alice Weidel, outlined their visions of a “Europe of nations” in which EU institutions would be stripped of both cash and power. Ms Weidel’s “new deal for Europe” would abolish elections to the European parliament, and seek German opt-outs in areas such as migration, defence and common borrowing. Ms Le Pen’s party, now called National Rally, proposes slashing French contributions to the EU budget by 60% over a five-year presidential term, and ending the role of Brussels in proposing common policies for the 27 member states.

Do you have an opinion on the issues raised in this article?
The Guardian view on Lula’s comeback: a victory for Brazil and the world, as well as a Trump rebuff | Editorial

A fourth presidential victory gives Lula another chance to defend democracy, protect the Amazon and deliver for Brazil’s working people

Luiz Inácio Lula da Silva’s win in Brazil’s presidential election is a triumph for him, his country and the world. The 80-year-old incumbent snatched victory from the jaws of defeat, blocked the rise of the far right and saved the planetary air-conditioning system of the Amazon from irreparable destruction. Known universally as Lula, he made history by becoming the first candidate to win a presidential run-off after finishing second in the opening round. In triumphing against Flávio Bolsonaro, the leftist stopped what could have been the most dangerous consolidation of authoritarian rule in Brazil since military rule ended. A Bolsonaro presidency could have used a rightwing Congress to extend presidential terms and pack the supreme court, entrenching power for generations.

Lula seemed to have been energised by his first-round defeat by Mr Bolsonaro. The three-time president initially pitted his extraordinary life and record against a 45-year-old senator married to controversy. But voters wanted answers to economic insecurity, rising prices and poor public services. Lula reversed course in the second round, offering immediate relief from everyday costs and indebtedness – including to the rising number of self-employed voters whom his rightwing opponent had been courting. Popular mobilisation transformed the runoff into a race to stop a Bolsonaro restoration with student protests, mass demonstrations and a 10 million-strong “Lula’s Army” WhatsApp channel. It seemed to work. Nearly 5 million more people voted in the second round of the Brazilian election than the first.

The Guardian view on Serbia’s student revolution: from principled protest to power | Editorial

Two years after the Novi Sad tragedy gave birth to a youthful political movement, Sunday’s remarkable election has taken the country into a new era

This weekend it will be two years since the collapse of a shoddily constructed train station canopy in Serbia’s second city, Novi Sad. The tragedy, killing 16 people, was swiftly attributed to state corruption and failures of regulation, sparking student-led protests across the country.

Some of those demonstrators dared to imagine that they could become the catalyst for a democratic revolution.

The Guardian view on adult education: learning should be for all ages | Editorial

Teenagers and young adults are not the only people in need of new skills and a sense of purpose

The neglect of adults was, David Blunkett said in a recent interview, his biggest regret about education policy under New Labour. Spending on classroom-based adult learning in England has fallen steadily, from a high point of more than £5bn in 2003-04, to less than £2bn last year. We should not expect two decades of decline to be reversed quickly. But the upcoming report from Alan Milburn on young people who are not in education, employment or training is widely expected to result in a boost for colleges, as well as apprenticeship changes so that more are offered to new recruits rather than existing staff.

A timely report from MPs aims to ensure that older learners are included in these reforms. The all-party group for further education recognises the need to tackle the low level of labour market participation among young adults, which is particularly pronounced in smaller towns and cities. But the MPs take a longer view of the current system’s failings. Their report makes a persuasive case that an overall vision for adult education has been missing for a long time.

The transformation of Europe’s busiest shopping street should be a case study in making cities greener, less congested and more inviting places to live

Sadiq Khan has been trying to pedestrianise Oxford Street since he first became the mayor of London in 2016. On Monday, after numerous setbacks, his plan will finally come to fruition. The busiest stretch of the nation’s famous shopping street will be closed to traffic in a scheme designed to improve the area and make it more attractive to pedestrians. It should be an emblematic case study in making cities greener, less congested, more inviting places to live and visit.

The Greater London Authority hopes it will rejuvenate a high street fallen on hard times. Since the pandemic, the number of vacant shops on Oxford Street has more than quadrupled. It estimates that the scheme will generate £82m of value a year in the area by increasing footfall and encouraging visitors to linger. This impact remains to be seen, but research from other cities suggests that shops experience higher sales once an area is pedestrianised. Given the prime minister’s focus on rejuvenating British high streets, whose dilapidation is correlated with support for Reform UK, he should be watching with interest.

The Guardian view on Europe’s protests: the social contract has broken – and young people want solutions | Editorial

An electoral supercycle over the next year may redefine the continent’s future. But what’s happening on the streets is shaping it, too

France sneezed, and Europe has again caught the cold. The wave of unrest which began with teenagers at a high school soon drew in hundreds of thousands of people nationwide and then spread across the continent. Protests have filled the streets in Lisbon and Madrid, and have ignited into violence in Milan, Brussels and Tirana as well as in French cities.

French authorities say they are deploying 70,000 officers on Saturday and are allowing only marches organised by unions. They blame hard-left militants as well as opportunistic young perpetrators for last weekend’s destruction and looting, when a minority hijacked largely peaceful protests. But with fuel prices set to rise further over the winter, the demands and participants broadening, and President Macron utterly failing to meet the moment, there is no sign of an end to the wider discontent and no speedy resolution in sight.

The Guardian view on Caryl Churchill’s Triumph: a play for today | Editorial

At barely 20 minutes, this satire on strongman politics serves to jolt audiences out of their complacency

“Is this theatre for the TikTok generation?” one critic asked of the latest play by 88-year-old Caryl Churchill, lauded as Britain’s greatest living playwright. Triumph, her blistering satire on contemporary strongman politics, is barely 20 minutes long.

Cleverly spliced with Suetonius’s The Twelve Caesars, the play takes the form of a press conference given by a blond-wigged apparatchik, who smilingly extols the barbarities of an unnamed narcissistic emperor. If “Triumph” were a crossword answer, the clue might be “To greet a populist US leader in confusion – a win (7)”. Even given Churchill’s reputation for prescience, the play was uncannily timely. It premiered in London and New York on the same day that President Trump’s short-lived press officer Katie Zacharia was forced to resign. As the American comedian Robin Williams quipped of an earlier administration, “People say satire is dead. It’s not dead; it’s alive and living in the White House.”

The Guardian view on AI safety: the push for global regulation must advance | Editorial

The current US administration is an obstacle, but public demand for protection will ultimately prevail

Organisations around the world scrambled on Thursday to fix critical flaws in PHP, the software that powers much of the web. The vulnerabilities could allow attackers to take control of affected servers. Some websites were taken offline as a precaution while fixes were installed. The paradox is that while AI helped researchers uncover the flaw, it also threatens to accelerate the ability to exploit it. Amazon said that it had detected an attempt before the public disclosure of the PHP flaws.

What the episode highlights is AI’s central role in security – and not always for the right reasons. OpenAI’s models have also been responsible for two alarming hacks this year – a security breach of an Australian health department website and a raid by a swarm of AI bots on Hugging Face, an AI services platform. Citing those incidents, the AI minister, Kanishka Narayan, warned that a similar cyber-attack on the UK is “likely, if not inevitable”.

The prime minister promises to repair decades of regional damage. His government must redistribute wealth to close deadly inequalities

Andy Burnham’s call to abandon “40 years of neoliberalism” rests partly on the damage that he says it has done to northern England. A new study – published in the Lancet this week – adds weight to his argument. It found that for adults aged 25 to 49, death rates in the north were 13% higher than in the south in 1981. By 2024, that gap had more than tripled to 42%. What happened in the four decades that left younger adults in northern England with so much worse chances of survival?

The answer lies in the lives and jobs that people have, and the homes they can afford, as well as the state of the public services, like the NHS, that they rely on. Deindustrialisation stripped secure employment from many communities in the north of England – as it did in Scotland and Wales. Austerity then weakened support systems. These reasons also underscore Mr Burnham’s analysis that Britain’s economic model and concentration of power in London have failed its regions.

The Guardian view on drilling in Jackdaw: a truly pragmatic approach would focus on Britain’s green transition | Editorial

Opening the North Sea gasfield will deliver minimal benefits for households, while sending a dismal signal before next month’s Cop summit

This week a report from the UN Environment Programme concluded that holding global temperatures to a 1.5C warming limit – the centrepiece commitment of the Paris climate agreement – is no longer achievable. If the disastrous consequences of a significant overshoot are to be mitigated, it argued, governments must start delivering the short-term actions to meet long-term targets on reducing fossil fuel consumption.

Disappointingly, Andy Burnham and his energy secretary, Miatta Fahnbulleh, took a different view of short-term priorities on Wednesday. Before the November Cop summit, where regaining lost momentum on climate action will be crucial, their decision to approve new drilling in the Jackdaw gasfield sent a dismal signal. The prime minister justified it as a pragmatic move “at a time when people are really struggling”. But the pragmatic arguments don’t stack up.

The Guardian view on the Republicans’ midterms struggle: Trump has circuses, but voters also want bread | Editorial

As prices keep rising, more of the president’s supporters are asking what happened to the economic good times he promised

It is no great revelation that Donald Trump is enriching himself as president. He raked in $2.2bn in 2025, with his position and his personal interests frequently overlapping. Yet this week’s poll finding that 34% of Republicans (and 66% of all American voters) think that he is using his position to make himself rich merits attention. Separately, voters in a Fox News poll last week put government corruption at the top of their list of concerns – just ahead of inflation and high prices.

Mr Trump pledged that people would be better off if they voted for him. Billionaires are; not the rest. He promised to lower grocery costs (they have risen) and to cut the price of gasoline to below $2 a gallon. It’s more than double that, thanks to his illegal war on Iran. Tariffs haven’t helped. Incumbents struggle when life feels unaffordable, and polling for the Guardian has shown the disenchantment of key voting groups. The gulf between his own prosperity and the lives of his base now looks less like an inspiration and more like an insult. Cash offers seem unlikely to help much.

The Guardian view on Covid-19 and care homes: the inquiry’s scathing verdict must be heeded | Editorial

The government did not throw a ‘protective ring’ around social care, and vulnerable people were left exposed

The families of the 43,000 care home residents in the UK whose deaths between March 2020 and July 2022 were either caused by, or contributed to, by the Covid pandemic, have waited a long time for the official verdict on the way they were treated. The report published on Tuesday confirmed what many have been saying for a long time. In the first, panicked stages of lockdown, residents and their care workers were “something of an afterthought”. The “protective ring” around care homes referred to by Matt Hancock, the former health and care secretary, was a fiction.

These are scathing judgments. What actually happened, starting in March 2020, was that about 30,000 people were discharged from hospital to care homes in order to free up beds for Covid-19 patients. Since there were not enough tests for all of them, those without symptoms were moved without being tested. In England, Wales and Northern Ireland, there was no instruction to isolate newly arrived residents until the second half of April (in Scotland, this happened earlier).

Do you have an opinion on the issues raised in this article? The stakes were high: a successful separatist campaign would have handed Mr Trump leverage over Canada’s resource belt. The result instead lets Mr Carney cast Alberta’s mineral wealth as a national asset, rather than allow separatists to define it as a regional grievance.

Do you have an opinion on the issues raised in this article?
