‘Why has the Chancellor left the wealthiest untouched?’ – our money and economics writers answered your questions

The Guardian’s money and economics editors Hilary Osborne and Heather Stewart answered your questions on energy prices, tax thresholds and the global events pressuring the economy.

FelonMarmer asks: What is going to stop landlords just transferring their tax increase onto tenants, while complaining about how hard done by they are?

Heather says: Unfortunately, there’s nothing to stop landlords passing their higher tax bills onto their tenants, aside from what the local rental market will bear. Indeed, the Office for Budget Responsibility did suggest one result of this and other recent policies (the 2p rise this year followed another 2p last year) could be “a steady rise in rents,” as some landlords whack up rents and others leave the market altogether. I think John Healey’s answer would probably be a fairness one - that income made through renting out property should be taxed more heavily than that earned through work.

Heather says: That’s a really good question: Labour strategists are adamant that they wouldn’t. I can’t help thinking that voters were so convinced the public services were in a dire state, they could have accepted the argument that taxes needed to rise. Certainly, the Tories didn’t seem to get much electoral credit for Jeremy Hunt’s desperate cuts to national insurance contributions in his last couple of budgets. But we’ll never know.

Another question is whether Labour should have bust the manifesto promises - either when they first got in, on the basis the public finances were worse than they thought; or at some point in the last year, given the impact of the Iran war (which has added £14bn to the government’s interest costs this year alone).

The Guardian view on England's north-south divide: Burnham must deliver more than devolution | Editorial

The prime minister promises to repair decades of regional damage. His government must redistribute wealth to close deadly inequalities

Andy Burnham’s call to abandon “40 years of neoliberalism” rests partly on the damage that he says it has done to northern England. A new study – published in the Lancet this week – adds weight to his argument. It found that for adults aged 25 to 49, death rates in the north were 13% higher than in the south in 1981. By 2024, that gap had more than tripled to 42%. What happened in the four decades that left younger adults in northern England with so much worse chances of survival?

The answer lies in the lives and jobs that people have, and the homes they can afford, as well as the state of the public services, like the NHS, that they rely on. Deindustrialisation stripped secure employment from many communities in the north of England – as it did in Scotland and Wales. Austerity then weakened support systems. These reasons also underscore Mr Burnham’s analysis that Britain’s economic model and concentration of power in London have failed its regions.

‘Austerity is inevitably painful’: How Michael Gove justifies his politics | Radical Thinking with Aditya Chakrabortty

For more than three decades, Michael Gove has been a leading figure in British Conservatism. As a journalist, government minister and now editor of the Tory bible the Spectator, he has helped shape the right even as it has moved further rightwards. In the latest episode of Radical Thinking, Gove joins Aditya Chakrabortty to discuss the future of the right, his record on Brexit and austerity, and the Spectator’s position on Islam

Watch the full episode with Michael Gove here.

Aditya’s suggested reading:

To read the fruits of Michael Gove’s dalliance with the Marxism Today gang, look up his essay in a 1998 collection called The Moderniser’s Dilemma: Radical Politics in the Age of Blair

For a slalom ride through Michael Gove’s years in power, read The Demented Dalek by the historian Richard J Evans in the London Review of Books

To learn more on what’s become of the British right, there’s a Guardian column by Aditya

Phil Burton-Cartledge analyses in depth why the most successful political party is now failing in his book The Party’s Over: The Rise and Fall of the Conservatives from Thatcher to Sunak

Phil also writes a very good blog on British politics, which keeps a close eye on how each party is trying to marshall a coalition of voters. Here he is on Kemi Badenoch

Geoffrey Wheatcroft does an entertaining short narrative in Bloody Panico!:

or, Whatever Happened to The Tory Party

For more on the economics of the Cameron years, this paper is acute on how the Tories failed to move the UK away from being a country of renters towards a country of makers. Two of its authors will join us for a podcast later in the series.

And if you want to read how Brexit may have cost the UK 8% of GDP, there’s this paper based on data from the Bank of England

Finally, on the Spectator, read Nesrine Malik’s recent Guardian column

Why has Britain’s oldest political magazine become such a rabid cheerleader for Islamophobia?

‘Austerity is inevitably painful’: How Michael Gove justifies his politics | Radical Thinking with Aditya Chakrabortty – podcast

For more than three decades, Michael Gove has been a leading figure in British Conservatism. As a journalist, government minister and now editor of the Tory bible, the Spectator, he has helped shape the right even as it has moved further rightwards.

For slalom ride through Michael Gove’s years in power, read The Demented Dalek by the historian Richard J Evans in the London Review of Books

To learn more on what’s become of the British right, there’s a column by me for the Guardian

Just why the most successful political party is now failing is analysed in-depth by Phil Burton-Cartledge in his book The Party’s Over: The Rise and Fall of the Conservatives from Thatcher to Sunak

Finally, on the Spectator read Nesrine Malik’s recent column in The Guardian

Why has Britain’s oldest political magazine become such a rabid cheerleader for Islamophobia?

The global economy is muddling through against the odds. But a storm is coming | Larry Elliott

Finance ministers gathering for the IMF annual meeting know the need for multilateral cooperation to deal with many crises. There is little chance of that

Not much has gone right for the global economy this year, and plenty has gone wrong. Two big regional wars are destabilising prices and supply chains everywhere. Businesses and consumers are feeling the effects of a serious energy shock. Rising inflation has made it a lot more expensive for governments to finance their debts. China and the US are at loggerheads over trade.

Yet, so far, the impact has been modest. It is something of a miracle that the finance ministers and central bank governors gathered for this year’s annual meeting of the International Monetary Fund (IMF) in Bangkok are not having to deal with a full-blown crisis. This is not like the autumn of 2008, when the meetings took place during the worst of the global banking meltdown.

Larry Elliott is a Guardian columnist
Continue reading...

Britain is paying the price for failing to invest in its young people | Richard Partington

Alan Milburn has outlined a generation cut adrift by austerity. We must grasp the nettle and rebuild a preventive state

Most people think Britain is not working as it should. For young people, the situation is at its most acute: only one in four believe that everyone in society has a fair crack. Most think the game is rigged.

It is clear why the generation who grew up during the post-2008 crash austerity years and in the shadow of the Covid pandemic are downbeat: the level of public service provision their parents enjoyed is gone, living costs are rising, the AI revolution is changing everything, and the planet is on fire.

Readers respond to an article by Jonathan Freedland about our entire political and cultural landscape being shaped by the referendum

Jonathan Freedland is right to highlight the disastrous role played by David Cameron and George Osborne in using the prospect of an in/out referendum to garner votes in the 2015 election, with a view to dropping it if the expected coalition with the Lib Dems emerged (Britain is a swamp of lies and disinformation – and we got here on the Brexit bus, 5 June).

But even their win with a majority did not necessitate the calamity the country suffered. They could have kept their referendum commitment, but demanded that those proposing leave come up with a model for it to be put to the electorate as the “out” option.

When profit is put above the welfare of vulnerable children in care | Letters

Readers respond to an article by George Monbiot on the companies cashing in on unregulated children’s homes in England

Regarding George Monbiot’s article (Horrific, unregulated, and very profitable. The companies making cash from England’s children in care, 5 June), several years ago, as a newly elected councillor, I was shocked by the high cost of placing children in private residential care. When I discussed this with friends and family, their reaction was largely one of disbelief that this had been allowed to persist.

This situation highlights a widespread “robber baron” mentality that has been allowed to develop under the guise of the presumed efficiency of the private sector. Too often, this has become an opportunity for significant profit extraction from the delivery of crucial public services. As highlighted in Monbiot’s article, the adoption of such a model in the care of some of society’s most vulnerable is especially distressing and underscores the need for prompt policy reform. However, this is not a recent development, and substantive action from the government has yet to materialise.

Furthermore, in 2025-26 coalfield local authorities had a combined funding gap of £447m. These are areas where a significant proportion of the working-age population is affected by long-term sickness and experiences poverty.

The Guardian view on help to buy: entrenching housing inequalities, rather than helping | Editorial

The Tories’ flagship scheme has aided higher earners most. The latest analysis of its flaws should lead to a rethink

The results are in. The biggest winners from the Conservatives’ help to buy scheme were high-earners who were already likely to buy a house. The Institute for Fiscal Studies (IFS) examined who benefited from the policy, and concluded that the top 10% of earners received the largest cash benefit. Rather than helping people to buy, it more likely helped the already fortunate to accumulate wealth quicker (by helping them buy earlier, or more expensive properties). Of course, this distorted the market: pushing prices up in some areas, and largely increasing competition rather than supply.

That its flagship housing policy accelerated housing and wealth inequalities during a time when the government insisted deep cuts to public finances were needed is not just shocking – it underlines how deep the Tory project of redistribution went. In the 12 years to 2022-23, net spending by councils on housing, per person, was cut by 35%, while spending on planning and development was cut by a third – but clearly there was some cash to go around.

Do you have an opinion on the issues raised in this article?
Tuesday briefing: What needs to be done to tackle child poverty in the UK

In today’s newsletter: More than one-fifth of ‘austerity-generation’ British children live in poverty. Our social policy editor talks about the damage done and the way forward

The austerity years cast a long shadow over Britain. In the wake of the 2008 financial crisis, a programme of cuts overseen by then-chancellor George Osborne and the work and pensions secretary Iain Duncan Smith gutted parts of the welfare state, limiting the generosity of what is now universal credit, introducing a bedroom tax and the two-child limit for child benefit. By 2021, an estimated £37bn had been cut from welfare spending each year alone, with further cuts made to other branches of government.

The consequences of these decisions are all around us. Around four million children were classified as living in poverty in the UK, according to the most recent figures. This week, a University of Oxford study revealed that more than one-fifth of all “austerity generation” British children – that is, children born since 2013 – have been scarred by poverty for at least half their childhood.

Southport attack | Axel Rudakubana was able to carry out the Southport atrocity because of “catastrophic” failures by multiple agencies and the “irresponsible and harmful” role of his parents, a damning inquiry has found.

Middle East crisis | The US blockade of ships using Iranian ports in the Gulf began on Monday evening, turning the six-week-old conflict between the US-Israeli coalition and Iran into a test of economic endurance.

Health | Metabolic liver disease (MASLD) will affect 1.8 billion people worldwide by 2050, driven by rising obesity and blood sugar levels, according to a new report. There are now 1.3 billion people worldwide living with MASLD, a 143% increase in just three decades.

Scotland | A funding deal to raise £100m from private investors for urgently needed nature restoration in Scotland has fallen through without the Scottish parliament being told, the Guardian has learned.

XL bully ban | Police spending on kennels and veterinary bills in England and Wales has more than tripled since the XL bully ban came into force, with some forces recording an almost 500% spending increase since 2024.

We need a national plan to tackle the health inequity that is killing people | Letters

Readers respond to Aditya Chakrabortty’s article about the decline in healthy life expectancy in the UK

How could I fault Aditya Chakrabortty’s account of the failure to prioritise the nation’s health as he cites me as its inspiration (This is a life and death story for the UK – so why is it being brushed under the carpet?, 6 March). However, it is important to emphasise that the government is well aware of the gross health inequities that scar our nation and limit lives as well as economic prosperity, but chooses not to prioritise them. The ministerial response last month to the House of Lords report on ageing contains this shocking statistic: a girl born in Barnsley can expect an average of 53 years of good health, whereas one born in Wokingham can look forward to 71 healthy years – an extra 18 years.

Throughout the country deprivation accelerates ageing, which for many means an unnecessary premature exit from the labour market and premature need for social care. But the main focus of health policy is the manifesto commitment to reduce NHS waiting times, a target that has very little impact on health inequity. Instead, a radical programme is required to prevent the largely social and commercial determinants of ill-health, such as poverty, poor diets, lack of exercise, and air pollution.

The decline in healthy life expectancy in Britain should shock us all | Letters

Alan Walker and Ian Garner respond to the news that healthy life expectancy of both women and men has fallen

The decline in healthy life expectancy (HLE) is so momentous it should have ejected the former prince from the front page (Female healthy life expectancy falls three years, print edition, 20 February). The shocking fall of three years for women and two years for men, in just three years, reveals the cumulative impact of the Tory/Liberal Democrat austerity programme and the gross mismanagement of the pandemic.

In contrast to the lowest HLE since these figures were first estimated (2011-13), Swedish HLE has continued to rise and is an average of five years higher than the UK’s. It is blindingly obvious that unless the government urgently prioritises extending HLE, it cannot hope to stem the flow of older workers out of the labour market.

Out of the red, but at what cost? Birmingham council asset sales have left city reeling, say residents

As council declares it’s ‘no longer bankrupt’, people say closure of services have added to social isolation and crime

When Birmingham city council announced last week it was “no longer bankrupt”, after years of budget cuts and asset sales, one retired police officer was left feeling despondent.

Wendy Collymore had experienced first-hand the impact of the council’s cost-cutting drive on the UK’s second largest city when the adult day centre her elderly father attended was forced to close in 2024.

The Guardian view on deepening poverty in the UK: a catastrophic Tory legacy has cut millions adrift | Editorial

A new Joseph Rowntree report underlines the corrosive impact of years of anti-welfare rhetoric. A reframing of the debate is urgently needed

The Joseph Rowntree Foundation’s latest report on poverty in the UK, published this week, should be read first and foremost as an indictment of all Conservative governments between 2010 and 2024. During almost a decade and a half of Tory rule, the JRF estimates that no progress at all was made in reducing overall levels of relative hardship. No surprise perhaps. Through wide-ranging, ideologically driven welfare cuts, ministers actively sought to make life harder, not easier, for many of the least well-off.

The grim legacy of that approach is that in 2023-24 – the last dataset available – about one in five people were in relative poverty, defined as less than 60% of median income. But it also turns out that 6.8 million people were struggling to survive on far, far less than that, having effectively been economically cut adrift. Some 3.8 million people experienced destitution in 2022. As the JRF’s chief analyst, Peter Matejic, puts it: “Poverty in the UK is still not just widespread, it is deeper and more damaging than at any point in the last 30 years.”

Do you have an opinion on the issues raised in this article? If you would like to submit a response of up to 300 words by email to be considered for publication in our letters section, please click here.

Can a youth club revival help the ‘anxious generation’? – podcast

What is the UK government planning for young people? With Emma Warren

“I was sat on the tube on the Northern line going south and I noticed a group get on – a man and three young people. There was something happening that I couldn’t quite recognise. They’re not from school. They don’t look like a family group.”

Emma Warren, a journalist and author of Up the Youth Club: Illuminating a Hidden History, explains to Helen Pidd how she realised that the man she was observing was a youth worker. “Bringing people in, dropping them out. I was watching someone extremely skilful. He was turning the end of the tube carriage into a youth club, and he was conducting a conversation.”
