Summary

Leads a team of estimating professionals that develops processes, methodologies, systems, and tools to manage the estimating function for a heavy industrial contractor. This position provides hands-on oversight of estimating activities for industrial construction disciplines, including Tanks, Vessels, Piping, Fabrication, Equipment, Soft Crafts, and Maintenance. The Director will ensure the estimates are accurate, competitive, comprehensive, and aligned with the operational capabilities, risk tolerance, and profitability objectives. This role works to improve the management and execution of Projects, TAR’s, and Fabrication for a multi-disciplinary construction company.

Key Responsibilities

  • Leads development, deployment and maintenance of estimating processes and standardized tools across the organization. Trains, coaches and mentors turnaround/project teams to build estimating skills and competencies. Conducts assurance audits to identify and correct issues impacting estimating quality.
  • Facilitates estimate reviews and reports with site management, turnaround/project management and contractors as necessary. Presents estimate summary to project management and company leadership as appropriate.
  • Manages preparation of estimates including estimate basis, execution plans, summary, information and reports. Reviews quotations, quantity surveys, take-offs, purchase orders and other pertinent documents affecting estimates.
  • Conducts risk assessments on estimates and develops contingency and other allowances.
  • Coordinates with turnaround/projects management, site schedulers and estimators to ensure work breakdown structures (WBS) and other coding are aligned in schedule and cost systems.
  • Manages and maintains benchmark database with historical project data including alignment with industry benchmarks.
  • Provides on-site estimating support during customer Front End Loading (FEL) and execution phases.
  • Oversees development, management, and reporting of consolidated master schedule. Prepares forward-looking manpower planning, metrics, and trends.
  • Monitors, analyzes, and reports turnaround progress cost and schedule. Identifies variances between planned and actual achievements. Makes appropriate recommendations to solve problems.
  • Uses earned value methodology to assess project performance.
  • Manages staff and provides technical direction. Initiates selection, promotion and corrective actions when appropriate. Accountable for fair and uniform application of personnel policies.

Requirements

EDUCATION

  • Minimum high school or GED required.
  • Bachelor’s degree in engineering or relevant technical discipline preferred.

Experience

  • Minimum 15 years cost estimating and management, scheduling, and planning experience in heavy industry required.
  • Experience with project management software.
  • Field construction and engineering office experience in heavy industry required.
  • Strong competencies in people management and performance management required.

Skills

  • Expert knowledge of relational databases, probabilistic risk analysis and SAP/ERP preferred.
  • Expert knowledge of Primavera and scheduling practice required
  • Understanding all aspects of project controls from estimating to job close-out and job tracking.
  • Strong familiarity with project and turnaround planning and general heavy industry work practices.
  • Strong communicator with excellent written and verbal communication skills.
  • Must be able to work extended hours as necessary.
  • Strong leadership, collaboration and teamwork skills.
  • Must be able to travel, as needed, to customer sites as required.

  • Will work in an office setting (indoors)

  • Moving about to accomplish tasks or moving from one worksite to another.
  • Occasionally moving about to accomplish tasks
  • Ability to operate a computer and other office productivity machinery (e.g., calculator, copy machine, printer)
  • Constantly perform repeating motions that may include feet, leg, wrists, hands and/or fingers
  • Frequently communicate with other members of the team. Must be able to exchange accurate information in a clear manner
  • Light work that includes moving and/or lifting objects up to 25 pounds
  • Office based position that requires regular attendance at the specified office location.
