IT Solutions & Services — Federal Financial Regulatory Market
HarmonyTech is seeking a Business Development Specialist to support our growth as an IT solutions and services provider to federal financial regulatory agencies. This role suits a candidate with 2–4 years of professional experience — including those who began their careers at a top-tier consulting or professional services firm — who has built strong research, analytical, and client-facing skills and is ready to apply them directly to federal capture and business development. The Specialist will independently research and qualify opportunities, contribute to capture strategy, and help shape HarmonyTech’s pipeline in partnership with senior BD leadership.
Location: Fairfax, VA (Hybrid)
Reports to: Vice President, Client Engagements
Compensation: $90,000–$110,000, commensurate with experience
Travel: Occasional local travel for industry events and customer meetings
Clearance: Must be a U.S. Citizen. This position does not currently require an active security clearance, but candidates must be eligible to obtain one if required by future contract needs.
Duties and Responsibilities
Independently research federal opportunities (RFI, RFP, IDIQ, GWACs, task orders) and deliver analysis that informs pursuit decisions
Identify, qualify, and prioritize leads; own pipeline accuracy and reporting in CRM tools
Lead customer call planning and represent HarmonyTech directly in select customer and industry meetings
Develop competitive intelligence, industry trend analysis, and agency priority assessments for use in capture strategy
Build and maintain relationships with industry partners, small businesses, and teaming contacts
Contribute directly to business development strategy sessions, bringing research-backed recommendations
Represent HarmonyTech at networking and industry events as a visible face of the BD team
Own key internal BD operations, including CRM tools, SharePoint sites, and pipeline reporting
Minimum Requirements
Bachelor’s degree in Business, Marketing, Communications, or a related field
2–4 years of professional experience in business development, consulting, or a related client-facing role — federal contracting experience preferred but not required
Strong oral and written communication skills, with experience presenting to or engaging directly with clients
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook)
Demonstrated ability to work independently, exercise sound judgment, and manage multiple priorities
Strong organizational and time management skills
Desired Qualifications
Prior experience at a top-tier consulting or professional services firm, or similar structured, client-facing environment
Experience or coursework related to federal acquisition, procurement, or government contracting
Familiarity with CRM/pipeline tools (e.g., GovWin, Salesforce, or equivalent)
Knowledge of federal socio-economic programs (8(a), WOSB, HUBZone, SDVOSB) and their impact on opportunity pursuit
Exposure to capture or BD methodologies (Shipley or equivalent)
Working knowledge of federal agency missions, particularly in the financial regulatory sector (such as OCC, FDIC, EXIM, IRS, CFPB, CFTC, SEC)
