At our recent Power Talk, leading voices from Singapore’s digital ecosystem came together to explore what it truly takes to build resilient, inclusive and trusted public services in today’s fast-evolving landscape. A unifying message emerged: Digital transformation must be grounded in empathy, powered by AI, secured by design and guided by trust. Lim Wee Khee, Digital Innovation and Design Practice Chief at NUS-ISS, National University of Singapore, reminded us that transformation must start with people. “True digital transformation begins with empathy, designing not just for citizens, but with them.” This means engaging users early, simplifying interfaces, and ensuring services are accessible across languages, abilities and levels of digital literacy. Professor Matthew Chua (蔡振兴), Deputy Director of the Digital Innovation Office at the National HealthCare Group, highlighted the need for a strong foundation in responsible AI and cybersecurity, pointing out that “digital services must be designed with accessibility and simplicity as foundational principles.” He stressed that risk management, data governance and ethical AI are all critical to safeguarding public trust. Birendra Balakrishnan, Co-Founder of Vertis Digital, pointed to AI as a transformative force that enables a shift from reactive to proactive service delivery. “AI boosts efficiency, fosters inclusivity and reinforces public confidence,” he shared, while also addressing the need for culture change, governance and accountability in any digital initiative. Joey Lim, President of APJ at Sitecore, delivered a reminder that digital progress must not come at the expense of security. “Agility without security is reckless, and security without agility means missed opportunities.” She demonstrated how composable, cloud-native platforms allow governments to innovate rapidly while maintaining compliance and citizen trust. The interactive discussion further highlighted real-world challenges, from siloed data and legacy systems to change resistance and limited resources. Yet, it also revealed creative approaches like citizen co-design, modular platforms and empowerment of frontline “citizen developers.” The consensus was clear: The future of digital government lies in secure, inclusive, human-centred services that anticipate needs, personalise engagement and build lasting trust.
