Millions of Filipino businesses are creditworthy. Far fewer can prove it. Without a formal credit history, a small enterprise can be trading well, paying suppliers and employing people, and still be invisible to a lender. Closing that gap is why ADVANCE.CBP has signed a Memorandum of Understanding (MoU) with the Department of Trade and Industry (DTI), Philippines, an important step towards expanding financial inclusion for Filipino micro, small and medium enterprises (MSMEs). The MoU was signed by DTI Regional Operations Group Undersecretary Blesila A. Lantayona and Dennis Martin, our Chairman and CEO, formalising a partnership to launch SME Trust in the Philippines. Through this collaboration, ADVANCE.CBP and DTI will combine digital identity verification, credit data, cybersecurity, and eKYC capabilities to develop verified MSME digital profiles and data-driven credit scoring. These capabilities will be made available through DTI's network of more than 1,400 Negosyo Centers, helping financial institutions assess businesses beyond traditional credit histories and expanding access to fair, affordable financing. The initiative supports DTI Secretary Cristina A. Roque's vision of empowering Filipino entrepreneurs, giving MSMEs in both rural and urban communities greater digital visibility and improved access to formal financial services. The signing ceremony was attended by leaders from both organizations, including Undersecretary Blesila A. Lantayona, Dennis Martin, and representatives from DTI and ADVANCE.CBP, reaffirming a shared commitment to building a stronger, more inclusive MSME ecosystem in the Philippines. 𝗧𝗵𝗲 𝗿𝘂𝗹𝗲𝘀 𝗼𝗳 𝗰𝗿𝗲𝗱𝗶𝘁 𝗱𝗮𝘁𝗮 𝗵𝗮𝘃𝗲 𝗰𝗵𝗮𝗻𝗴𝗲𝗱. 𝗔𝗿𝗲 𝗼𝘂𝗿 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸𝘀 𝗿𝗲𝗮𝗱𝘆? On June 17 in Manila, Dennis Martin represented ADVANCE.CBP at the ICCR Asia Pacific Regional Consultative Group, a closed-door session bringing together bureau operators, central banks, and regulators from across the region. The session focused on developing trusted credit reporting systems and access to data. As operators with a direct view into the Philippines and Indonesia markets, two of the most active credit data environments in the region, we brought a practitioner's perspective on three shared challenges. ✦ 𝗜𝗻𝗱𝗼𝗻𝗲𝘀𝗶𝗮 is not data-poor. It is under-standardised for credit decisioning. 91 million credit-invisible Indonesians, 356 million mobile connections, and 57 million+ MSMEs. The signals exist. The governance frameworks to make them bureau-grade are still catching up. ✦ 𝗧𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 has strong infrastructure, with 66 million borrowers in the CIC system, but coverage gaps remain wide, particularly for the informal sector, gig workers, and first-time borrowers. The challenge is no longer plumbing. It is closing the gap between what AI can now use and what governance currently permits. ✦ 𝗠𝗮𝗹𝗮𝘆𝘀𝗶𝗮's Consumer Credit Act, in force since March 2026, is a meaningful step. Even one of the region's more mature systems still has structural work ahead. We left with three questions we hope the APRCG keeps working on. How to govern inferred data, how to balance consumer protection with credit profile building, and what trusted identity infrastructure needs to look like upstream of the bureau. Last April 14, we were grateful to join Consumer Lending Association of the Philippines (CLAP) at this year's symposium, and the conversation is still resonating. On the panel "The Defence Triad: Harmonising Tech, Operations, and Regulation", our CEO Dennis Martin led a discussion between regulators, legal practitioners, and fintech leaders on one of the most pressing challenges facing the Philippine financial sector today, the escalating threat of cybercrime and financial scams. Five takeaways: → 70% of cybercrime complaints in the Philippines are financial scams. That is where the industry needs to focus next. → Regulation is the foundation, not the ceiling. Technology is the shield, and it has to keep getting sharpened. Operations is where everything holds or falls apart. → AI-driven fraud is not a future concern. Deepfakes have moved beyond human detection, and the industry must now use AI to defend against AI. → AFASA is a landmark step that allows financial institutions to share fraud data without fear. Implementation gaps remain, and the private sector has a real window to help shape how it works in practice. → Consumer education is the last line of defence. Regulation alone cannot protect people who are not aware. In his closing remarks, Dennis said, "Regulation is not the ceiling. It is the foundation. The fraud ecosystem exploits every seam between legislation, technology, and operations, and so our defence must leave no seams."
